Thank you for being a part of Baguio. As they say, the city is only as good as its people. We have a good city, worth our time and efforts to keep it going forward.

I have been blessed with the opportunity to serve through the years first as councilor, vice mayor and for a short while, to act as mayor. Each step taken has been towards learning more about how life can be better for us – we who have grown up in a city that allows for a simple and cool life.

This election period, I do not wish to shout promises that need the reinvention of the wheel. We have the laws, we just need to know how to make them work for what they were intended. Laws are there to protect you, keep life fair and make sure that you get what you deserve. After all, it is your hard earned taxes that fuel such service.

Taking the stewardship of Baguio as acting mayor, I took stock of what we need for better governance. I reviewed existing laws and made them stronger for you.

Taking care of business

Administrative Order 214, creates a Business Process Reengineering Team to rethink, redesign the conduct of processes, improving performance at the least cost, with speed and honesty.

Through AO 207, the practice of favoritism or allowing influence to release permits shall be sanctioned. To sustain the right practice, AO 208 makes the process simpler with less requirements and faster, yet maintaining the balance between compliance with safety and sanitary guidelines.

Taking the cue from people

Administrative Order 187 mandates us to talk with the people and find out what they need through the creation of the Special Services Division (Barangay Affairs Office) that is now tasked to efficiently respond to the basic needs of barangays, address immediate concerns, provide solutions.

Administrative Order 016, creates the Gender Equality and Development Council involving government and NGOs to create programs to address health, nutrition, women in governance, violence against women and children, environment among others.

Keeping our children safe

Way back in 1957, there was a curfew for minors. At that time the fine was P5.00 and imprisonment for a day. Today, I have amended this to fit realities like evening classes and so curfew begins at 9:00pm until 5:00am. Instead of imprisonment, we took the developmental approach to channel the energies of minors into community service.
To support the curfew ordinance, Administrative Order 087 mandated the reorganization of the Council for the Protection of Children to keep it active.

The inconvenient truth of waste

We all take ownership of waste management. As waste generators, we have the potential to work towards a sustainable solution.

Administrative Order 124 establishes the barangay cluster for the solid waste management of baguio city based on multi sectoral consultations and workshops conducted; allocation of resources to be on a cost-sharing scheme with barangays. To give this a boost, Administrative Order 111 encourages barangays to sustain their waste management system and be recognized as a model to others.

Doing the right thing

Implementing the law is a matter of principle and being fair to those who comply. Through Administrative Order 130, I revoked business permits of those who did not comply with business guidelines.

In the same manner, Administrative Order 206 designed to remove unauthorized traffic signs and symbols put up by Jadewell was consistent with the non-issuance of its business permit.

By keeping it simple, not reinventing the wheel and making laws work, we have enough tools for honest and real service.

To Baguio's Business Sector

I am writing this to thank you for choosing to do business here in Baguio. I remember growing up with comic book rentals at the corner of jeepney stops; little boys shouting “pina roll!” shoes at JoNac, Gregg or Berting’s; and how can we forget, D&S!

As I look back on images of business in our city and how some of these have been sustained and even evolved into more enterprising forms, I feel secure. Baguio is still a good home filled with opportunities.

This election period, I do not wish to shout promises that need the invention of the wheel. We have the laws, we just need to know how to make them work. Laws are there to protect you, keep life fair and make sure that you get service that you deserve. After all, it is your hard earned taxes that fuel such service.

I may have lost the confidence of people when I ordered the closure of some businesses in Maharlika due to non-compliance with guidelines. But to me, good governance means doing the right thing.

As Quiet As A Mouse

While there may be politicians who shout claim to their accomplishments through signs on imposing billboards, Peter Rey Bautista believes that all accomplishments are in the spirit of public service, "I do not put my name on whatever I have implemented. Funds used for such projects are the taxpayer's money. My budget every year is given back to the people who work hard and pay taxes, through city projects."

The community may not know it, but Peter Rey Bautista has used taxpayer's money to improve Day Care Centers through concreting of grounds, making the playgrounds safe, building of centers at Fairview and Quirino Hill.

Accessibility is a vital issue. Construction of foot bridges in Pucsusan and San Antonio Village has allowed better access for the people. Road concreting, drainage canals, riprapping in various barangays has helped protect against soil erosion, flooding and better access to people's homes during the rainy season.

Barangay halls and Senior Citizens' centers have been built as venues for activities or projects aimed at community development. Existing schools have benefited from Peter Rey's allocation through structural improvements. However, chairs and tables for public schools are a private donation from Peter Rey's personal funds. Basketball rings in barangays are from the Youth and Sports Development (YES) Foundation, which he founded.

Peter Rey Bautista continues to identify projects without the need for funfare. To this silent servant, projects that help majority rather than one person is justice to the taxpayers.
